That distinction matters for a W-2 homeowner in Glen Allen and even more for a self-employed owner in Midlothian using bank statements, or a rental investor near Virginia Beach seeking a DSCR refinance. One file may need a conventional rate-and-term refinance. Another may need a non-QM solution because tax returns do not tell the whole income story. A third may need an IRRRL because the existing mortgage is VA-backed.

For a baseline, the 2025 standard conforming loan limit is $806,500, according to the Federal Housing Finance Agency. Higher-balance and jumbo rules can change pricing, reserve requirements, and appraisal scrutiny. Jumbo programs commonly look for six to 12 months of reserves, depending on loan size, occupancy, credit, and assets.

Broker versus retail lender: compare the complete quote

I would rather show a borrower two honest paths than force every scenario into one shelf.

A cash-out refinance deserves extra discipline. It may make sense for a defined use of funds and a payment you can comfortably carry. It does not make sense just because home values rose. Conventional cash-out can reach 90% loan-to-value when the file qualifies; eligible VA cash-out can reach 100%. Those are separate program rules, not interchangeable promises.

For VA homeowners, an IRRRL can reduce documentation compared with a full refinance, but it still has requirements, costs, and a net tangible benefit standard. The Department of Veterans Affairs publishes the governing VA loan guidance. Ask to see the payment change, recoupment calculation, and whether rolling costs into the loan improves the outcome or simply raises the balance.

Credit protection should come before the application sprint

A soft credit pull mortgage review lets us discuss likely options without a hard inquiry. That is useful when you are testing whether a refinance is worth pursuing, especially if you expect to buy a vehicle, open business credit, or make another credit-sensitive move soon.
